The Ministry of Finance (MINFIN) plans to spend, this year alone, within its Annual Contracting Plan (PAC), around 164 million dollars, equivalent to 134.6 billion kwanzas for the construction of its new headquarters, according to the document cited by Novo Jornal.
The Public Procurement Portal provides for expenditure and a competition limited by prior qualification, in the amount of 134.6 billion kwanzas, in addition to this, 141.3 million kwanzas, for a public works contract "for the resizing of the siding adjacent to the new Ministry of Finance building" reads the document.
The note also refers to the public procurement procedures in which any interested party can participate as a candidate, with candidates selected following the assessment of their technical and financial capacity being invited to submit a proposal.
Recently, MINFIN, through the National Public Contracting Service (SNCP), explained that budgetary units cannot trigger procedures that are not provided for in their respective PAC and that, if new contracting needs arise during execution, they must update them, including the new procedures, and publish the PAC on the platform.
