Speaking about Presidential Decree No. 213/13, on Public Procurement, deputy director general of the National Public Procurement Service (SNCP), Aldemiro Matoso, understands that the diploma protects and stimulates national production, as well as specifying responsibility administrative, financial and disciplinary to public managers of contracting entities.
The vast majority of contractual breaches at national level are linked to PIIM and those targeted are prevented from concluding new service contracts with the Angolan State, thus joining the black list. The investigation process is continuous and the number of companies entering the blacklist could increase, depending on the results of the 30 investigations of 45 cases initiated, he explained.
During the investigation of the processes, the contractors were consulted, but they did not present plausible reasons, as a result of which a process was initiated, culminating in their inclusion in the list of companies with their NIF blocked and prevented from entering into contracts with the State.
After the process is concluded, at the MINFIN headquarters, the offending companies will see their case transferred to the competent bodies (PGR, AGT and Court of Auditors), where it will be up to these bodies to apply due judicial, administrative, disciplinary and financial procedures.
